Lately I'm having some trouble with starting up my computer. when I power it on it sometimes won't power the video card I think because I can hear the fans spinning and I can hear the HDD. So I checked with PC wizard if it had to do with my voltages and I saw that my 12v rail was now at 10.93v. So my question to you guys is: Is it possible that this problem is caused by my PSU.

Processor : Intel Core 2 Quad Q9650 @ 3000MHz
Physical Memory : 4096MB (2 x 2048 DDR2-SDRAM )
Video Card : MSi R6950 Twin Frozr III OC/Power edition
Hard Disk : SAMSUNG HD103UJ ATA Device (1000GB)
Hard Disk : Western Digital WD6400AAVS-00G9B0 ATA Device (640GB)
Monitor Type : LG Electronics W2753VC - 27 inches
Operating System : Windows 7 Ultimate Professional Media Center 6.01.7601 Service Pack 1 (64-bit)
PS: If this problem is PSU related is it possible it's caused by my roommate shutting my PC down by holding the power button frequently, he can be a **** about saving power. but if it;'s the case he's paying for it
