First of all, what is the difference between a GTX 560 and a GTX 560 Ti? (The Ti costs around $50 more but I don't really understand why)

I was originally leaning towards the GTX 470 (for a great price of $190)
http://www.newegg.com/Product/Product.aspx?Item=N82E16814133341

But I decided I would be able to spend a few bucks more for a GTX 560. Is a GTX 560 better than a GTX 470?
According to this website, the GTX 560 Ti is a bit better than the GTX 470:
http://www.anandtech.com/bench/Product/311?vs=306
But I don't know about the GTX 560. If the difference between the GTX 560 and the GTX 560 Ti was negligible, I would gladly go with the GTX 560.
(Assuming that if GTX 560 Ti > GTX 470 and GTX 560 Ti = GTX 560, then GTX 560 > GtX 470)

So which of these three cards would be the best performance/value? Thanks.

and disregard the noise, heat, or power issues of the cards, I can handle those problems.

1st - the Ti version is faster
Yes, the 560 is better than the 470
It's like this:
GTX 470 < GTX 560 < GTX 560 Ti
I think I would get the 560 Ti if I was you.

Your actually best off going with the HD 6870 as stated in the article "Best Graphics cards for the money: May 2011".
Although...
I don't believe in spending a lot on a video card so... I would buy an HD 5830 it's about $100 less. I saw one for $110.. that's a pretty impressive card for a price like that. It's not mentioned in the article below because the price just came down but it will VERY LIKELY win the ~$100 segment for the best card for the money on next month's article.

But that is me.. and you are you. For you I suggest the GTX 560 Ti or if you don't mind ATi/AMD then get the 6870.

I forgot to mention this but I need to get an Nvidia card because I do a lot of video encoding, and I can utilize cuda for that.

Are you sure that the GTX 560 (not Ti) is better than the GTX 470?
According to newegg the GTX 470 costs around $50 more than the GTX 560 (excluding the recertified ones, they price the same).

I'm a bit confused.

Edit:

So I'm looking at these two cards:
GTX 560 Ti
http://www.newegg.com/Product/Product.aspx?Item=N82E16814130634
GTX 470
http://www.newegg.com/Product/Product.aspx?Item=N82E16814133341

They're about the same price (with discounts & rebates accounted for). So I should get the 560 Ti right? But There's a few aspects in which the 470 is better.

GTX 470
Effective Memory Clock
3348MHz
Memory Size
1280MB
Memory Interface
320-bit
Memory Type
GDDR5

GTX 560 Ti
Effective Memory Clock
4000MHz
Memory Size
1GB
Memory Interface
256-bit
Memory Type
GDDR5

Are these differences going to make a huge impact? Which card is better overall? Thanks
