what about hard drive and optical drive and power supply and OS?

AMD Athlon II X2 250 $55 after $5 off promo ends 8/1
http://www.newegg.com/Product/Product.aspx?Item=N82E16819103903

May Opt for Athlon II x3 for $75

ASRock AM3 770 $60
http://www.amazon.com/ASRock-processors-CrossFireX-motherboard-M3A770DE/dp/B002LFYYAY

Integrated graphic is enough but you can go for a 5670 down the line for Direct11

PNY XLR8 2x2GB DDR3 1600MHz $22 after $20 MIR
http://www.newegg.com/Product/Product.aspx?Item=N82E16820178265

You choose the case yourself.. this is like $157 before MIR.

CPU: AMD Athlon II X2 250 $55 after $5 off promo ends 8/1
http://www.newegg.com/Product/Product.aspx?Item=N82E16819103903

CPU Cooler: Stock

Mobo: Biostar N68S $33 after $10 MIR
http://www.newegg.com/Product/Product.aspx?Item=N82E16813138294

GPU: Integrated

RAM: PNY XLR8 2x2GB DDR3 1600MHz $22 after $20 MIR
http://www.newegg.com/Product/Product.aspx?Item=N82E16820178265

HDD: Western Digital Caviar Blue WD3200AAJS $42
http://www.newegg.com/Product/Product.aspx?Item=N82E16822136098

Case:

PSU: Antec BP350 Basiq $30
http://www.amazon.com/Antec-BP350-Basiq-Power-Supply/dp/B000H9J3ZC

Optical: Sony Optiarc $20
http://www.newegg.com/Product/Product.aspx?Item=N82E16827118039

Typically.. I wouldn't recommend choosing a case with a power supply
in it already. If you really need to be cheap, then go for it. It's not
as reliable but it should run just fine but be cautious. Choose some of the
better known brands. I highly suggest using the Antec Basiq though. This should be under your budget range, I hope you have an OS already..

i thought investing a another $25 to $30 on a quad will be future proof

Actually, spending a little more on a AM3+ motherboard will be futureproof. You will be able to use the newer AM3+ Bulldozer CPU that's yet to be released. It is backward compatible with AM3 CPU. You can find RAMs for around $35.
