Did you set the boot order to CD/DVD drive FIRST? Then try to reinstall win7?

So after POST it should have said somthing like 'press any key to boot from CD/DVD'; but you didn't get that message after setting BIOS to boot from CD/DVD?

As it sounds like you just started working with the system; you can strip the drive out, format that drive in another system and put it back in. Reset CMOS, enter BIOS, select CD/DVD drive as boot first, then go from there.

Pre-built system? Do you have manuals? It should be in there.

Otherwise, completely power off the system and disconnect the power cord. Locate the button cell battery and carefully remove if from the mobo. Leave it out for a few minutes, then reseat it.

BIOS should be reset to factory defaults at this point.

can i format my system from the bios and instal it again and how ?

You cannot format through BIOS. By resetting the CMOS, hopefully, it will default all your settings and you should be able to boot from cd/dvd drive through boot options.

Each mobo manufacturer has its own BIOS settings. And each mobo model will offer different settings (some restricted, some not). Can't help there, you will need to read the manual or go to the manufacturer site and look for the manual.
