65w CPU in 95w Motherboard is OK?

You can definitely install a 65W CPU in a 95W motherboard.

I am on a slow connection so I can not open your links but if 95watts is max for the board and the CPU is the same socket it will work fine! Means up to 95watts.

Any CPU of equal or less wattage than the rated mobo 95W power should be fine as long as your specific CPU model is supported by the mobo. You might need a BIOS upgrade in some cases. Many mobo makers list on their website what CPUs are supported for each model mobo and what BIOS version is required.
