People usually use the term "quality PSU" when they talk about whether it can handle certain parts.

When I asked whether my 620w PSU can handle 6850CF or not, people told me that quality 620W should be able to handle it.

Could someone tell me the difference between quality PSU and non-quality PSU?

And will my 620W seasonic M12II 80-Bronze 620W PSU be able to handle
2500K + 2x6850 + 1 SSD + 1 HDD + 1 DVD drive + 8GB ram? And how do you know?

quality means more on the manufacturer and the parts they use. but for your OP, i would say 620W IS enough for 2 cards. To have a comfortable amount of headroom for optimal performance, a 550W would suffice, your Seasonic at 620W has plenty. Seasonic is a very good brand.

Your Seasonic psu is one of the best from a quality point of view.

A quality psu will deliver the advertised wattage where it counts, on the +12v rails.
A cheap psu delivers more on the lesser voltages to inflate it's wattage claims.

A quality psu will deliver it's wattage continuously, and more at peak.
A cheap psu will only advertise peak wattage.

A quality psu will deliver it's power at 50c., a typical temperature within a case.
A cheap psu will deliver it's advertised power at room(20c.) temperature.

A quality psu will have more over current and voltage protection certifications.
A cheap unit will have little, and perhaps even none.

AMD recommends 600w for cf 6870. You should be good with cf 6850

A quality PSU delivers the advertised power at 50C, has a good circuit design, uses quality internal components and has a good reliability record. Websites like Tom's, Anandtech, www.jonnyguru.com and www.hardwaresecrets.com do proper, objective PSU testing reviews and also open the PSU to check the circuit design and component quality. This is the only means to know if a PSU is of good quality.

If you want to objectively, accurately and scientifically determine what PSU power is required for your Vid card and PC in both watts and 12v rail amps., the forum Utility link below will show you how easy it is to calculate this information and objectively determine which PSUs are quality built, reliable PSUs that can meet your needs. Be advised that the available 12v rail amps. is just as important as the total PSU wattage. You need both to be correct.
