CPU overheating problem

My CPU is about 60-70 on idle and when i play a game goes to 80-100
yesterday was worst but i cleaned it and the heatsink was a bit loose so i attached it properly but is still really hot, i think the thermal paste might be dry could this cause the problem? do i need to re-apply thermal paste? (my pc has good air flow)

dry paste really makes it so hot like this? i've a core 2 quad Q8300
(the heatsink is the one that comes with the GPU but i never had heat problems not even in summer)
 

If the cooler wasn't secured properly,the dried paste needs to be removed with (isopropyl alcohol) and new paste applied.

hey just had around the same issue, i bought some Artic silver 5 and reapplied the paste, re seated the cooler and made sure i had good air threw my rad. make sure you got good airflow for your sink and redo your paste! i went from 45C idle to 29C with H60 by changing paste and changing fans.
