I have recently bought a new motherboard that does not fit into my case so for a temporary method, i am leaving it outside protected by various things and since the motherboard is elevated in the tower, i am asking why is it necessary, if at all, to elevate the motherboard from ground level.

Solution
You don't want your motherboard to ever ground out. The right amount of dust even can do that.

The back of the mobo has solder joints for varioud parts and if they ground out it can cause something as simple as a no post to something burning up.

I think a more interesting question would be why aren't motherboards encased in something or coated with a non-conductive material to protect them, which I'm sure there are various answers for.
