i found 2 graphic cards for my friend computer who's on budget.

they both are in the same price point,

so plz comment on,

a. realibility of XFX and sapphire.
b. preformance (i know 4670 is better but this one is downclocked and low profile), which one is more powerful for low end gaming?
c. ATI driver issue? (11.5 )
d. any other comment on these 2 cards?

That 4670 will be ever so slightly faster then the 4650. They have the same core, the same configuration of 320shaders. But the 4670 has an extra 50MHz on the core, and 100MHz on the memory. After rebate they are within a $1 of each other, so no help there. Same with bundle, there is none. If I had to pick I'd get the 4670. The extra speed is already there, and its low profile just in case you ever need that kind of card.

low profile is just no necessary for him.
just choosing better card ( more durable and faster) for budget use.
i think they are same price point, but i prefer 4670 hoping that it's faster gpu.
but u told me it's just 50 mhz faster and all other the same.
really like that?
don't mind me because i'm just beginner to the pc segment.

I know LP doesn't mean anything to him now, it might later. Perhaps he'll reuse it for a HTPC later. There shouldn't be much of any difference at all durability. Maybe buy whichever card has the better ranked rebate? (meaning more likely to get it.)

Because most 4670s use DDR3 at a minimum, some even use DDR5. This one uses the same DDR2 that the 4650 uses, just 100MHz faster. Because of this it won't be near most other 4670s, it will behave like an OC'd 4650.
 
a. I have used both brands, and would buy either again; i.e. I had no quality issues with them.
b. I would strongly suggest your friend find another $20. This particular HD4670 uses DDR2, so it will perform poorly. If he plays the rebate game and wins, a Sapphire HD5670 with DDR5 can be had for $60: http://www.newegg.com/Product/Product.aspx?Item=N82E16814102871
c. I am unaware of any specific or general issues with the ATi 11.5 drivers, although I haven't been using them personally (my primary rig has a nVidia card). You will find people who swear by and swear at the drivers from both ATi and nVidia.
d. If those two are the only choices, I'd pick the HD4670, but I wouldn't be happy about it. Like I said above, a MUCH better card is less than $20 more.

oh well,

so i assume 4670 is better choice of the two cards, right?
i think the heat sink of both card is almost the same and also the gpu power of both is not much differ.
so sapphire or xfx, which one is better? (don't mind the rebate, just brand)

so i'll go for 4670 XFX card assuming this low profile low power 4670 is better than the 4650.

i've purchase 4 sapphire cards, also asus and gigabyte but none XFX.

so is this brand reilable for long term use.

never, i was wrong. i looked at the first GPU-Z shot i found on google images and it showed 400 so thats why i thought so :D i got misinformed thats all ;)
