Second option will give you better performance. I'm sure e-350 is around atom level and definitely trail behind Pentinum. 4gf is enough. 500gb is good too. Either one of those graphic card will handle combat arms fine. That's the one by Nexon right? :p

Mostly it's because of your internet. I think you will get more out of the 5450 and Pentinum. If it's possible you should at least go for core 2 duo. It's behind several generations so it shouldn't cost too much. What's your budget?

The Pentium D is also around Atom level. These CPUs are pretty anemic.

OP, what is your budget? Maybe we can help you find something a bit more capable. Are you in the U.S.?

Quite frankly, if you're putting together a new computer, you can probably find friends/family with parts laying around that are this good. A $250 laptop with a T4500 would be more powerful and a P6100 laptop would beat that.

DO NOT BUILD WITH A PENTIUM D UNLESS IT'S FREE.

Otherwise, the Pentium Build you listed, but with a Core 2 Duo CPU instead (like an E6600) could be just fine.

Btw, 8GB of RAM is pretty much useless for most tasks. Don't get it unless you know specifically what it's for.

If you give us your budget and purpose, we'll give you a full list of parts that give you the best bang for your buck.

how many fans has that dell dimensions 300 case got? i would reccommend atleast a from 120mm fan and atleast 1 80/92mm rear fan (not including PSU fan). the athlon 630 would be a not be a better choice unless you plan on OCing, or you plan on using games that can use 4-cores. the reason i chose the athlon 450 is that there is a chance of it unlocking to a phenom quad core, (or an athlon quad core).
