Is my 8500gt is burned or not

Well hi!
My problem is my nvidia 8500gt has stoped working.
The symptoms are like every grilled card, but when I took the passive cooler(radiator) from the gpu it doesn't seemed to be so burned.
After some examination I found that some lightly yellow/brown area has been shown up in condensators/capacitators zone(Picture 2, pointed by crappy Ms paint arrow).
So I ask is it possible to change those condensators to repair card or its burned gpu?

I would even say that there are many 40 $ cards that will outperform it...

Well my finance is at very bad state, so I will try to repair card, greghome story was inspirating.
