DDR stands for double data rate, so that speed is multiplied.

Are you sure you have all of the memory settings enabled?

Run CPU-Z and see what it says.

For example, dual channel 1600 DDR3 will read as 800 since it is dual channel. OP, your RAM should read as 1066, since it is also dual channel.

ya dual channel... but that still wudnt explain 800 :(

cpuz is saying my dram frequency is fluctuating betwen: 1000 - 1175 mhz
FSB DRAM: 3:16
CAS# Latency : 9.0 clocks
RAS# to CAS# Dealy 11clocks
RAS# Precharge 11clocks
Cycle Time 28clocks
Bank Cycle Time 45clocks

NB freq between 2200 - 2500

Dual Channel has nothing to do with it. http://en.wikipedia.org/wiki/DDR_SDRAM

It's literally as it says: Double Data Rate. In this case, the Bus speed is 800Mhz, so the rated speed is 1600.

OP, as far as why it's not showing 1066Mhz (like it should) I don't know.

That part sounds just about right, then (although I don't know why it would be fluctuating. It should just be a stable 1066).

It might, I suppose. It's up to you to decide whether or not the risk of updating the BIOS is worth it or not, though (since if something goes wrong, it'll leave you with a bricked board).

Something on ASUS ROG boards on the AMD side lets you use Intel XMP.
