How to create a small network

Hello,
i want to create a network for a hospital of about 12 pcs . 1 should be a server. what windows should i use ? how can i make a server to administrate ? need a sharing folder in it .
please help me from the beginning

The general setup I would use is two 8 port 1000 Mb switches, a Domain server running Windows 2008, and Workstations running either XP Pro, or Windows 7 Pro.

Home versions of XP, Vista, and Windows 7 will work since they cannot authenticate to a Domain Server.
