Is my CPU holding my GPU back

Hello there. I've relied on this site for quite some time now, whenever I have a question, I used to just hop on here and go through forums :D 

Now I'm looking for more than just a question so here it is.

I have an old machine but it's alright since I haven't been playing any game. Just recently my PSU blew up, like literally, so I had to replace it, a week later my Geforce 9800GT stopped working so I replaced it with a gtx 550 TI.

With that done I wanted to test it out and see what I could and couldn't play, so I got Crysis 2 and tried it out. I get like 15-20 FPS, down to 10 in large areas with a lot of depth. And the FPS goes up to 30 in like hallways, closets and... bathrooms. Could this be what you guys call, bottle neck kind of thing. My CPU is holding the GPU back kind of thing.

Here's my specs:

PSU: Corsair TX750 v2, 750W

GPU: GTX 550 TI

Mobo: EVGA nForce 730a Motherboard (check link for MOBO specs)

One more thing very quick. Didn't want to invest too much but want to replace some the CPU, Mobo and Ram. Was looking around and was thinking about getting:

Your upgrades look good! Your current setup is getting outdated although it should not be holding the 550ti back to much.

Also 1 more thing, I was running Crysis2, just testing it out. And I started getting some crazy low fps, I checked my CPU temperature and it was at 52C. Is it too hot?

It is not crazy hot over 60°C would be.
