$1400+ computer build / need help and suggestions

This is an SLI build I am considering.

My questions are:

1) Will this be particularly loud?

2) What kind of fps am I going to be seeing in modern games at max settings?

3) I read troubling reviews of the video cards that they tend to artifact after about a week to up to 4 months of use. Anyone know if this is actually prevalent with this particular video card?

4) Should I just go for one high end card as opposed to two not so high end cards?

5) Should I fork out more dough for better options (case, gpu, psu, etc)?

6) Any hardware I should opt out for others?

Any critiques/advice are gladly welcomed.

1) It would be bearable and not too disturbing.

2) Depends on resolution and settings, but will be playable.

3) It all comes down to personal experience. However, I have heard bad things about the MSI GTX 560 Ti, so I would avoid it if you are concerned.

4) I honestly think you should just get 1 card. I would recommend a GTX 570 or GTX 580.

5) $1400 is more than enough for a high end PC.

6) A Hyper 212+ is a great CPU cooler for less than half the cost for the CAFA70.

Thanks for the advice guys! How does this new build look? I decided against MSI because of their recent down turn in quality control. Plus I prefer to buy American/Canadian. Any suggestions? :)

A lot of their cards tend to artifact horribly at around 2 weeks-4 months. I've heard that their motherboards are also faulty (not all of course). Even one of their cards on newegg, a high end one, has 3 stars out of 5. I am not willing to take that risk when purchasing an expensive product.
