Limiting Data Through Router

Does anyone make an inexpensive router that I can use to put a daily limit on a user's traffic? We share a satellite connection with a limit of 250mb per 24 hrs and want to be able to limit the other user to 125mb per 24 hrs. When they reach the limit they are cut off altogether, or reduced to very low speed until the 24 hr period rolls over.

This is not the kind of feature you find on domestic (cheap) routers. There is software that will monitor usage (see freeware/shareware sites like Major Geeks, CNET, FileHippo). Probably not in the detail you require -- but perhaps better than nothing.
