Hello, im getting a really low fps when playing games. I play a lot of sc2 and i recently upgraded my cpu and video card. But I've been getting really bad fps, and i know my system can handle it fairly easily. My avg fps 30 in 1v1 and can go as low as 18. NO OC in an of them.

spec:

MB: m3a78-t
psu: LPS 550 pro
Phenom x4 965BE
HD 6870
Corsair 2x2GB 800mhz
OS: 7 64bit

Try overclocking your CPU. Also is your ram DDR2 or DDR3 and if you could OC the ram that could boost some speed. It could be a overheat check your vid card temps. With my rig I get 60 fps maybe 30 in a battle but (check my more info). It could be that you have a bottle neck.

i tried 2 different ram both DDR2 at 800mhz and 1066mhz both 2x2. I could try OC the cpu but i dont think it would make a difference its at 3.4ghz right. My cpu requirements for the game is already way above, and I have another computer down stairs that have a lower end cpu at 2.8 ghz that can run starcraft at max setting with above 60 fps with only 5770. I know something is wrong but im not sure what it is :( im think maybe its my psu or my motherboard.

He shouldn't be bottlenecking with that system, it is the most balanced (a little heavy on the GPU) but neither is it totally unbalanced. How hot is everything getting? Is the airflow in your case working okay? You should you just upgraded the cpu and the gpu. Are the fans working effectively on both of them?
