Cold boot issue?

Hi,
I've an ASUS M4A79 Deluxe, 8 GB DDR2 1066 Kingston, Phenom II 4X 965 3900, AMD 6950 2GB, CORSAIR TX750W.
PC works very well and turn on correctly however when my PC is off more than 7 days when I try to turn it, it turn on for less than a second and then it turn off as I were switching it off from PSU. Strange thing is that at that moment enery is fluying as led indicators at mobo are on.
To turn PC normally I need to disconnect it from power (or swith PSU off) for some seconds and then all works as expected.
What type of failure is this?
Motherboard?

try another psu for test that will help to see if the psu is defect or another part on the system
