avermedia pcmcia tv card noise video

HI, my laptop toshiba satellite is compatible with this product, but
still i get noise video : it's like the refresh rate is too slow...i
checked the websiteand they say the card needs 1 Amp power which is
standard on laptops.
My toshiba is up to date, all latest drivers!

the image gets perfect only when is still!

any idea how to solve the issue??

i was even thinking of modifying kernel to give more power to pcmcia
slot, does anybody know how to do it ( if it is possible,of course!) ??
