Keyboard mistyping!

When I type in a question mark, a capital E with the French accent above it, appears. Changed keyboards, tried unplugging/plugging back in. Any ideas out there

Hello again,
Resolved the keyboard issue with my PC, thanks to your suggestion, but now have the problem with laptop. Win. 7.
Problem only when e-mailing (Incredimail). When I hit upper case for #, I get /. When I hit upper case for ^, I get ?. For ? I get E with an accent. For <, I get =. For >, I get =. Any other tips? I reset the language and hit numbers lock. Thanks, Lynn
