Notebook fan stopped and Battery is not charging replacing did not help. 3.5 old Dell 1720. Is it the motherboard or another setting.

Is there a setting the bios or software to turn off/on fan and battery charging. Or is the notebook/laptops Mother board bad.

I there any way to cool the computer without the fan running? I have a under the notebook cooling rest, but the fans turn very slowly.

Note: it was fun to take the system apart to replace the fan and even got to put new heat transfer compound on the CPU. Don't like the silver conductive stuff, one drop in the wrong and the whole thing is toast.

Replacing the fan did not help or replacing battery? In any case most likely motherboard.
