Notebook fan stopped and Battery is not charging replacing did not help. 3.5 old Dell 1720.

Is there a setting the bios or software to turn off/on fan and battery charging?. Or is the notebook/laptops Mother board bad.

I there any way to cool the computer without the fan running? I have a under the notebook cooling rest, but the fans turn very slowly.

It is an Intel duo chip about 3.5 years old. Any way to monitor the temperature if I hook-up a outside fan for the system?

Note: it was fun to take the system apart to replace the fan and even got to put new heat transfer compound on the CPU. Don't like the silver conductive stuff, one drop in the wrong stop and the whole thing is toast.
