Usb controller shorted out

Hello,
my usb ports are not working. at the bottom of the screen it reads "a usb device exceeded the power limits of its hub port".

What does this mean and can I fix this , disabled, and uninstall did not work. Any suggestions, did I short somthing out and can I fix this myself?

Its usually not fixable unless you're a tech as sometimes theres a fuse on the bd that can be replaced, but sometimes it just the voltage regulator gets burnt out.
