Hello,
can not boot windows on my dell. at one time i could boot in safe mode, but no longer. got the above code while running system diagnostics. What does this mean? So I have a faulty hard drive?

Try booting up with a different OS that doesn't need a HDD to run.
UBuntu Desktop It's Linux, not Windows, but you can run it from your CD/DVD drive (or USB thumb drive).

A successful run should point at a bad HDD and you might even have a chance to use Ubuntu file manage to rescue any files still visible on the HDD.
