I cant get my radeon hd 5670 to read in my computer

i cant get my radeon hd 5670 to read in my computer. I installed it and it seems to be getting power but when my computer boots it doesnt pick it up it is as if it isnt plugged in. I tried connecting my monitor to it through a vga converter and i dont see anything.
My computer OS is windows XP i am wondering if that might be the problem. I figured i should atleast be able to see something when the computer starts up if it was the OS that is causing the problem.

I would be grateful if anyone had any advice for me.

Could be that either your psu is not good enough to support the card. My main suspicion is that your motherboard is to old. If your pci-e slot is 1.0 than the card won't work at all as 2.1 card aren't backwards compatible with 1.0 slots. If you have Pentium 4/d or a Athlon 64 this is most likely the case or older.
