Hey, would 16a on a 12v line in a 250w power supply be enough for this build:

i3 2100
Zotac Mobo +GT 430
8gb Ram
Plextor 128gb ssd
APEX MI-008 Mini itx case
Regular CD Burner

Any feedback would be appreciated

I would not recommend getting a 250w with 16a on the 12v in order to power those specs.

If it works, it will probably be only about 1 year before you start experiencing problems.

I have read reports that similar systems can draw the whole 250w at load. If the PSU isn't a really good brand it probably can't deliver the wattage on the label which puts you in danger from day 1.

Get an Antec EarthWatts 430w instead.

Yeah, that's what i thought. Unfortunately, i need to keep the case as small as possible. a m-atx mini tower is still too large.
If you can find a case the size of the APEX mi-008 that has a better power supply, please tell me.
