What is the meaning of 80 plus label in PSU?

i know that it has three category base on their category bronze, silver,gold. but what if i buy a PSU that has no 80 plus label, it can easily crush? i was planning to build my own system and the budget is the major concern buying the PSU with 80 plus label get me costly. what should i buy? i need your advice. tnx.
 
80+ means the psu meets ECOS standards of achieving 80% power efficiency from the wall(plug load) at @ 23C ambient temp for 15 min. at full load.
Categories include 80+ 80%,Bronze 82%,Silver 85%,Gold 87%,and Platinum 89%.at 100% load.

23C at 80%+ efficiency isn't exactly a hard goal to reach for a quality unit.
The best quality units exceed this no problem and can sustain high efficiency at 40C.

You mean C. 45 degrees celcuis. 40 degrees Fahrenheit is what 4 degrees celcuis?
