if the power brick is cutting out when you plug it into the laptop then you most likely have a short on the laptop motherboard.

Take it to a repair shop unless you know how to dismantle and find/fix solder faults and test for dead components on a PCB.

Unless you are having a problem with your computer I disagree with the previous post. One common failure mode for power supplies is to fail to supply full current. It's easy to be fooled when testing a power supply with a multimeter. Most people simply check for proper voltage when disconnected from the device it powers. Unfortunately that only tells part of the story. You need to check for full load voltage. Internal failures often cause diminished current outputs which are manifested by low or possibly no voltage present under load. Hope this helps.
