Help diagnosing non-start on new build?

I switched a system fan with the CPU fan slot, and verified that the CPU fan is fine and that the CPU FAN slot on the motherboard is also fine. so the only thing that is not working apparently is either the SSD (maybe causing the motherboard to not boot to the monitor??) or the cpu/motherboard is fried.

I just realized the LED error message on the motherboard isn't 29, it's B2, which in the manual means "Legacy ROM initialization." But I have no idea how to fix that /what that means!

try this check list, it could be a simple connection not properly seated:
PERFORM THESE STEPS before posting about POST/boot/no video problems!
