What does System not modified mean on PC

Hello!
Could somebody please try and help me.
I have an application which I installed successfully on Windows 8.
For some reason or another I un-installed the application.
When I went to re-install the application it told me the following.

Your system needs to be modified.
What are they talking about.

Have you rebooted your computer?
Did you install it from the Windows 8 App Store?

it sounds like Windows 8 ws installing WIndows updates in the background and you need to reboot for them to complete...thus the "needs to be modified"
