those two option are essientially the same, the HD6990 is 2 x HD6970 cores and as long as you flick the BIOS switch to HD6970 clocks you'll have the same performance as 2 x HD6970's.
2 x HD6970's would take up 4 slots and 2 x PCIE lanes, the HD6990 would only take up 2 slots and 1 x PCIE lane.

Both solutions will be noisy, no doubt about that, I'd go for the cheapest option.

Are we talking about dual/tri screen setup here? Coz both cards are overkill in every term for gaming on even a single 30" monitor.

2 X 6970's for sure. They offer MUCH better performance than the 6990 alone

im ok with using the 2 cards, also wouldn't there be a bit less stress on the 2 card's, when using eyefinity???

Same reason 2x GTX 580 >>>> GTX 590

2 x HD6970's are only faster because they have a higher core clock of 880Mhz and a higher memory clock of 5500Mhz, compared to the HD6990's 830Mhz core clocks and 5000Mhz memory clock.

Like I mentioned before if you flick the BIOS switch to "overclocked" mode and you have the same performance as HD6970 CF.
