Computer won't boot, ASRock error code 04

I was playing a game when my computer froze up. I shut it down, and tried to reboot. Nothing comes up on screen, and no power is even getting to my mouse or keyboard. All fans/lights turn on. I have an ASRock Z68 Extreme3 Gen3 motherboard and it's giving me an status code "04". I can't seem to find any information on this other than the manual saying "South Bridge initialization before microcode loading". Did my PSU just take a dump, or what's going on here?

System Specs:
CPU: i5 2500k @ 3.3Ghz
GPU: Sapphire HD 6950 2GB
Mobo: ASRock Z68 Extreme3 Gen3
PSU: Raidmax 850w (RX-850AE)
RAM: G.Skill Ripjaws 8GB DDR3

Nobody else has ever seen this sort of thing happen?

I found it was not my power supply for sure. I put an older mobo, cpu, and ram inside and it runs fine. My main hard drive couldn't boot up windows however... had to install it on my other drive.
