Monitor hibernates on start up works on another PC

If it works fine on another pc then it must be related to the video card and not the monitor. Is this an old pc? When exactly does it show the message, maybe it is a video card driver failure.

I have tried a new video card same thing the message appears on start up of computer I have no idea what stage as can not see any thing screen goes blanck within 5 seconds of pushing on button on computer the pc os 4 years old and is a high end spec Medion bought from Aldi

Could it be that the display card does not support the resolution of the monitor? Boot into safe mode, change the resolution to a lower setting (800x600 for a start), then boot into normal mode.
