Building PC, won't turn on - Power LED is on

Building a new PC. Got a new case, motherboard, graphics card, power suplpy and RAM

I put everything in, but the power will not turn on. The blue Power LED does come on and you can hear a faint noise when I turn it on. When I switch the power supply off, the blue light stays for about 4 seconds while the faint noise...well...faints. It's almost like a low volume shriek.

Specs:

GIGABYTE P45T-ES3G
GTX 460
Ripjaw 8GB PC3-8500 (DDR3 1066)
Antec 550W
CPU is something I'm not exactly sure of. But its an LGA 775 slot.

I have tried the troubleshoots on the above post.

Still nothing. I tried reassembling again and no good.

The Power LED still comes on, I hear a very quiet whining noise that can only be heard really close when I do in fact turn the power supply switch on.

Is something DOA?
