In recently replaced the power supply on my Dell XPS200. It was working fine except shutting down after 10 minutes due to cooling fans not working. Now I have no display on the monitor, yet monitor self test shows a display

You night need a new replacement as those fans should be working and changing in speed in context to the heat output.

What PSU did you use to replace the original one with?

Was the original one the Delta OEM 275-Watt, Dell Part# : K8964?

Did you replace it with another one of the same part number?

Which cooling fan isn't working? The one in the fan assembly on the interior mid-bottom front of the case that cools the CPU heatsink or the PSU fan?
