Will my system keep up with GTS 250 ?

Hello,
Some days ago i got artifacts in game, a lot colorful dots on monitor, so I decided to buy new graphic card . So the question is, will my system keep up with GTS 250 (will i use 100% of the card).
My spec:
CPU Name: AMD Athlon(tm) 64 X2 Dual Core Processor 4200+
Motherboard Name: Asus M2NPV-VM
Rams: DIMM1: 4 gb A-Data (DDR2-800 DDR2 SDRAM)
HDD: Seagate Barracuda 320g 7200RPM ST3320620AS
Video Adapter: Asus EN7600GT
Power supply: 400W (yeah i know, if i wanna run 250gts, i need to change my PSU too)

Or maybe 9800GT would be enough for my system ? I`m not crazy gamer. Just looking for replacement of 7600gt.

To give a more accurate response we would need to the resolution at which you will be playing.

And if you can give the details of your PSU it may be sufficient to run the 250GTS.

Judging by that pc I would imagine its a pretty low quality PSU, so you will probably have to change it.

You will be using the card pretty much to its max, but as "jmsellars1" said, on CPU heavy games (GTA IV for example) it won't run very well.

Will 500W PSU enough for 250GTS? Or I need more power? (I don't think, I will upgrade anything else in the future)

Well, need some more help, today find out that GTS 250, MSI GTX550 CYCLONE II OC PCIE 1GB GDDR5 and GTX460 price is similar +/- 20 $ , will GTX460 or GTX550 run normaly on my sistem, or it's no point to buy such graphic card for my system ?
