IMHO , The architecture/platform plays the most important role . This is just to point out that quad core ain't better than dual core in every single case

Core2Quad Q8200 @ 2.33 GHz - This is the processor that i own , a quad core ( LGA775 socket - dead end )

Core i3 2100 @ 3.1 GHz - A dual core from the sandy bridge series ( LGA 1155 socket )

You can see it for yourself , yep the dual core beats the crap out of the quad :(

Then again when we compare a dual core and quad core from the same generation eg: Sandy Bridge series , a quad core would win in almost every scenario , then comes the clock speeds .

huh! yes, everyone knew that sandy bridge are powerful now. And he doesn't mention model i mean normal dual core like athlon ll or core 2 duo and normal quad core like phenom ll and core 2 quad so here's quad core wins if it's dual core in sandy bridge then yes dual core can beat normal qaud core but not all.
