I am still planning to buy maybe 2 or 3 new computers for my internet cafe

Will these choice of parts result to bottleneck?

Intel Dual Core E660
2gb DDR3 RAM
LGA775, Asrock G41M-VS3
AMD Radeon HD6670
A generic 600W PSU
500gb WD Caviar Blue

Change the processor/mobo and PSU.

These are exceptionally well for a CyberCafe :

Processor : AMD Phenom II X2 *** or Phenom II X4 955BE
Motherboard : AM3+, so you can upgrade the processor to bulldozer in future.

Add another 2GB DDR3.

SC2, Crysis, NBA 2k11, TF2, or GTA 4, good ole counterstrike, wc3, mmorpg games like dragona, rf online.

I'll be just sticking to Intel processors, what processors can you suggest? Phenom II X4 is too much @_@

Can WinXP 32-bit accomodate 4GB of RAM?

If Phenom II X4 costs "too" much then forget about playing Crysis on that machine.
Intel's i3 2100 costs almost the same and its a good gaming procesor, too. Anything below that cant run Crysis or GTA 4 properly. Core2Duo etc will just be the bottleneck for your PC.

Buy Win7 64bit and get atleast 4GB of RAM to even dream of running those games.

Try to find this motherboard. It's aroung 60-70$, it has high quality parts (all solid capacitors) and it's upgradeable to Bulldozers. The only, if you can say it bad thing, is that it doesn't have SATA III ports. But that's acceptable considering that HDDs don't get any perfomance increase from it!
