I want to limit a certain user's posibilities to run
programs, connecting to network resources etc. on a
specific XP client by setting local group policies. The
changes in policy seem to affect every user of this
client, even the administrator. How can I change policy
settings on a per-user level? The client is not a member
of a domain.

That's the purpose of Local Policy - if you want customized Policies,
based on Profile Type, follow David's suggestion - build/join the
domain, use Group Policies or even better, Active Directory.
