Graphics Card Fan @ 100%

I'm thinking of running my fan speed at 100% at all times to keep my graphic temp under control.

Will this decrease the life of my card (GTS 250) significantly ?

No - just the fan. You can always replace that if needed. It will, however, be a bit louder.

As deadlockedworld said, it might decrease the lifespan of your fan, and that's if you keep your card long enough. However, the GTS 250 has a max temp of 105C so you probably don't have to really worry about it anyway.
