USB Device over current warning.

First, sorry if this is misplaced, but this seemed like the most appropriate area.

I'm using a stock hp pavilion slimline s5123w with windows vista home premium. When I turn on the computer it boots past the bios, then says "Warning!!! USB device over current detected!!! Please remove over-current USB devices!!! System will shutdown in 20 seconds!!!" then counts down and shuts off. I tried unplugging everything from the usb drives, but it still does that.

There are 2 broken USBs on the front of the computer, and I was thinking that may be the problem. Would I be able to unplug or disable those usb's from the mother board? what else might be causing this problem?
