Graphics card fan won't stay at fixed rate

When I am playing games whether it is BFBC2, Call of duty 4 or Fable 3 my card will not stay at 70% fan speed. When it is on auto at 35% the card will run at anywhere between 70-85 degrees celcius when gaming. Is my video too old and needs to be tossed or is there anything I can do?

I will change fan speed to 70% and when I am gaming it will randomly default back to 35%, then heat up fast.

Graphics card: 1024MB GeForce 9800 GT (PNY)
Mobo: FOXCONN 2AB1 (CPU 1)
CPU: AMD Athlon II X4 635

Software used to turn up Graphics:
EVGA Precision
MSI Afterburner

85C isnt bad, what its trying to do is keep noise levels down. If you want it to ramp up faster you could use MSI afterburner to make a custom fan profile and have it use that rather than just setting it at a fixed speed.
