Biostar poor CPU fan control

Under high load (gaming) my CPU operates at about 50C with my fan at 1000rpm. My CPU fan range is 750rpm-2500rpm so the fan could keep the CPU much cooler. I've tried adjusting Biostar's odd fan settings many times but the fan control never changes, always the same performance. I've also tried software like speedfan to control the CPU fan but to no avail. I can see the fan speed but not adjust it.
Does anyone have other suggestions on CPU fan control software? Or a fan controller hardware? I have thought of getting one but they seem to all be manual control without any automated settings. Or am I totally wrong on this?

I have a Biostar TZ77XE3, and when I boot up my system, the CPU fan always runs at 100%, and then I need to use Biostar's TOVERCLOCKER utility and set the fan speed to auto to make it not run as loud. Any other setting makes it run at 100%. Perhaps you can try that software?
