Could the PSU have fried my motherboard? How to tell?

A few weeks ago, my video card overheated. I got a new one and plugged it into my motherboard. Still no boot. Found an actual burnhole in the bottom of my motherboard. Is it likely that the overheated video card caused the overheating in my motherboard? Or more likely that the Power Supply was the cause of both overheating? Is there a way to safely check the power output of my power supply. Thanks alot for the help. By the way, it is an OCZ Mod EXStream Pro.
 
Solution
Could have been a loose screw or other item stuck under the board. I would just try the new motherboard. Be sure it's clear underneath, and no misplaced case standoffs touching circuitry.
