Application Install: install rejected due to system policy HELP!!!!!

I have an HD4850 Windows 7 4gb of ram it was working fine this morning till i updated i tried everything including system resotre and downgrading the files
please help me!

I have the same problem. The log says that that the installation was successful but I'm lucky if one package actually installed. I have been troubleshooting for hours now. Ive unistalled all the ATI software, the display diver, ran ccleaner & driver sweeper, no luck. I've done all the above numerous times, includind unistalling .. reinstalling, the .NET framework, then C++ 2010. I've cleaned the registry with wiseregcleaner, edited the reg manually, restored the reg to when it worked. I've tried instally the packages one at a time, and I have administrator privelages, I've right clicked to run as ADMIN, took ownership. Still no solution. I can install the driver manually and windows experience rates the graphics at 7.3, however the catalyst controler or "Vision Engine" will not install correctly. I think the next step for me is to repair windows system files. I also tried to go back to 11.5 but it ends up being the same error message everytime. I think its notable that when unistalling the partially installed packages I get a similar error message. Uninstalling does not work correctly either. HELP PLEASE!!!
