GPU won't work on ASrock 970 Extreme4

I just unstalled an ASrock 970 Extreme4 mobo, Kingwin 730 watt psu, Phenom ii X4 955 BE and a Visiontek HD4670 GPU and when I tried to boot it all up for the first time, the GPU wouldn't display an image on the monitor. All the fans work, the mobo power switch turns the system on but won't shut it off for some reason and the mobo reset switch doesn't seem to do anything. I was using the VGA port on the card, not the DVI if that makes a difference. I don't have a monitor or adapter for DVI.

Do I have a bad GPU card or motherboard or is it something else?
