Lcd monitor wont come on

the monitor wont come on at all but when i move the power cord (that is plugged in the bottom of monitor) it flashes lights on and and off briefly and the led around the power button does too.

i thought that it could be a simply fix , but after taking it all apart i find the power board has a brown burn mark on it

heres a pic of it

can anyone give me some tips on what could be wrong or confirm that the brown burn spot is what's wrong.?
or do i have to buy a new board or even a new monitor?

i read that the capicitors buldging is bad and all of mine and buldging do you think this could be my problem, or would it still have some power with bad caps?

While those capacitors don't look too good, they should work though. Have you tried another source? To check that it's not the computers output bugging?

i know its not the computers fault bc just two weeks ago it was my main computer , and my brother who gave the monitor to me said it took a long time to come on before it didn't come on at all.
