Why does my computer keep fluctuating

Hello,
my terminal is acting like a car and when you hit the accelerator and let off and hit the accelerator again. I do not know why this is happening

Do you mean the clock speed? If you put the CPU under load, then the CPU's full clock will be used, more if turbo boost is activated. When idling, the CPU's clock is usually halved to cut down on power usage and heat generation (the latter leads to a quieter system too).

Blindly stabbing in the air at what they are talking about, it sounds like they mean they have loud fans, probably on their video card.
