Is it short-circuited?

I built my computer without the case to test it out, as I haven't gotten it yet. When i plugged everything in and tried turning on the power supply, I saw my GPU was getting power, but my CPU wasn't.

Did I short-circuit it, or did i miss something? This is my first time building my own PC.

Hopefully you did not short circuit anything. How about some more details? Is the GPU in a separate board? Did some of the motherboard lights come on? Did the fans? Did you raise the board from the table?
