Will a SAPPHIRE Radeon HD 5570 2GB run on 300 watt PSU?

I would like to buy a SAPPHIRE Radeon HD 5570 2GB and put that in my Gateway GT5404 for about 6 months and then put the graphics card in the gaming computer I am going to build (Will have 2 graphics cards) I am wondering if it will run on a 300w PSU since it says it requires a 400w PSU but I read that people are using this card on 300w or less PSUs.

You should though get a 1GB version since the card is not powerful enough to take benefit from 2GB ram.

I was looking at the 1GB version of the card which only recommends a 400 watt PSU but the thing I don't like is that it has a DisplayPort instead of HDMI. http://www.newegg.com/Product/Product.aspx?Item=N82E16814102875
Do you notice that on the little side thing for where it goes into the motherboard (where it gets like clipped on) on this card. It looks like it has to be plugged in. Whats the deal with that?

All I see is the connector that goes in the slot, there are no additional connectors.
